Why Fluor

Nuclear is the only proven, carbon-free baseload source capable of delivering reliable, scalable power to meet the world’s energy demand. And for more than 80 years, governments and industry leaders have turned to Fluor to build, operate, and sustain the nuclear infrastructure that keeps the world running. Our focus on innovation and value creation has saved customers millions of dollars in cost and schedule savings.

Fluor gets the job done

Few firms have touched more of America’s nuclear infrastructure — and fewer still have done so consistently, on schedule and to the highest safety standards. Our experts navigate nuclear’s complex framework of oversight — from international, federal, and state regulators to local stakeholders.

Life cycle

From conventional nuclear technology to tomorrow’s leading innovations, Fluor is equipped to meet your project needs.

  • Next generation nuclear energy

Fluor brings over half a century of experience, in-depth knowledge and qualifications, and a comprehensive quality assurance program to power a secure and clean energy future. We are playing a key role in the development and deployment of the first small modular reactors (SMR) in the United States and are engaged in the early work and development of several reactor designs. Our focus is safe and timely project delivery.

  • Uranium conversion and enrichment

Fluor is a leader in America’s uranium enrichment revival, building on the expansion of the American Centrifuge Plant in Piketon, Ohio. We are leading the engineering and design of the multi-billion-dollar expansion of Centrus Energy’s uranium enrichment facility in Piketon, Ohio — restoring a domestic fuel supply chain.

  • Site operations and modernization

Fluor manages and operates some of the U.S. government’s most consequential nuclear installations and high-hazard nuclear remediation programs, including:

    • Savannah River Site
    • Hanford
    • Pantex Plant
    • Naval Nuclear Laboratory

Value chain

Full nuclear value chain capabilities

Fluor delivers capabilities that support the entire nuclear value chain:

  • Fuel cycle services and engineering
  • Engineering, procurement and construction, as well as licensing for commercial nuclear power plants
  • National security infrastructure and environmental remediation

Modularization and fabrication

Fluor’s Modularization Center of Excellence develops standard modular approaches to construction of advanced nuclear reactor facilities, shrinking schedule duration and cost through innovative fabrication solutions — pioneering new construction strategies.

Commercial reactor technologies

Fluor’s commercial reactor experience spans the existing pressurized water reactor and boiling water reactor fleet that forms the backbone of today’s fleet, and now includes experience with AP-1000, BWRX-300, Xe-100, and VOYGR and other next generation reactors.

  • AP-1000
  • BWRX-300
  • Xe-100
  • VOYGR

When the nuclear industry faces its hardest problems, it calls Fluor.

Fluor nuclear timeline

  1. 1946Relationship with the U.S. Atomic Energy Commission formalized
  2. 1970s–80sSupported the design and construction of 22 commercial nuclear plants
  3. 2008Fluor-led team begins managing the Savannah River Site
  4. TodayAP1000 deployment and next-generation SMR projects
  5. 2026Bucharest office opens; work on Cernavodă 3 & 4 and Doicești SMRBucharest
  • Solid foundation

Fluor was selected by the U.S. government as a key engineering partner during World War II. Fluor’s relationship with the U.S. Atomic Energy Commission, now the U.S. DOE, was formalized in 1946.

  • Building the commercial nuclear fleet

Fluor is currently delivering next-gen SMR and large commercial nuclear power plant projects globally. Fluor supported and shaped the early commercial nuclear industry, supporting the design and construction of 22 plants in the 1970s and 1980s, and more recently participating in the deployment of AP-1000 projects.

  • Bolstering national security

Fluor is enhancing nuclear weapons capability by modernizing NNSA’s plutonium infrastructure at Los Alamos National Laboratory and the Savannah River Site, and plays a pivotal role in managing the Naval Nuclear Laboratory.

Industry firsts

  1. First SMR design to be licensed by the Nuclear Regulatory Commission
  2. First open-air demolition of a plutonium facility
  3. First in-situ decommissioning of DOE reactors
  4. First installation of HDPE piping in a nuclear new-build project globally
  5. Only contractor to transition a project from NRC to DOE oversight
  6. Innovative adaptive weld process to seal the first dry spent fuel storage vessels ever to meet the ASME N Stamp weld criteria

Case studies

  • Fluor’s relationship with Centrus Energy dates to 2004, when it began work on a next-generation uranium enrichment facility in Piketon, Ohio. Today, Fluor is leading the engineering and design of the multi-billion-dollar expansion of that facility.

  • Fluor is delivering front-end loading services for X-energy’s proposed advanced nuclear project at Dow Chemical’s Texas facility, covering project definition, strategic planning, feasibility assessment, cost control and risk mitigation for four 80 MWe SMR units.

  • Fluor provided engineering and design services, licensing assistance, construction management, cost and schedule control, document control, quality assurance, quality control, and start-up assistance for the 556 MW unit at Kewaunee.

  • Fluor delivered first-of-its-kind EPC of emergency service water piping in all four United Arab Emirates-based nuclear units — the first installation of high-density polyethylene (HDPE) piping in a nuclear new-build project globally, leveraging Fluor’s ASME N-Stamp certifications.

  • Since 2008, a Fluor-led team has managed the Savannah River Site, delivering design, engineering, construction, decommissioning, special nuclear material management, spent fuels processing, environmental remediation, and waste management services.

  • Fluor has partnered with Westinghouse since the early 1960s and was brought in to manage construction and procurement for four new AP1000 units in South Carolina and Georgia.
