01 — Fluor in Romania

A long-term partner for Romania’s energy future.

Romania is advancing major investments in nuclear energy to strengthen energy security, expand the supply of reliable low-carbon electricity and support long-term economic development. Fluor is contributing global nuclear, engineering and project-delivery experience to two initiatives at the center of that effort: Cernavodă Units 3 and 4 and the proposed Doicești SMR facility.

Fluor’s Bucharest office provides a local base for collaboration with clients, project partners, government stakeholders, Romanian industry and the country’s skilled workforce. Opened in March 2026, the office expands Fluor’s European presence and supports the company’s work on conventional and next-generation nuclear projects in Romania.

Cernavodă Nuclear Power Plant Units 3 and 4

Romania plans to complete two additional CANDU 6 reactors at the existing Cernavodă Nuclear Power Plant, adding approximately 1,400 MWe of combined generating capacity. Fluor is part of the FCSA joint venture engaged by EnergoNuclear under an Engineering, Procurement and Construction Management agreement.

At Doicești, RoPower Nuclear is developing a proposed small modular reactor facility on the site of a former coal-fired power plant. Fluor is providing Phase 2 front-end engineering and design services — a potential model for pairing emerging nuclear technology with existing energy infrastructure.
