Fluor Expands European Footprint with Office in Bucharest
Government officials from the United States and Romania, industry leaders, project partners and Fluor employees gathered at the Avantgarde Office Building to celebrate the occasion.

On March 11, 2026, Fluor marked a new chapter in its European growth with the opening of an office in Bucharest, Romania. Government officials from the United States and Romania, industry leaders, project partners and Fluor employees gathered at the Avantgarde Office Building to celebrate the occasion.
The Bucharest office will serve as a regional hub for advancing next-generation nuclear energy projects and strengthening Fluor's long-term presence in Romania. The company is already providing engineering, design, licensing and project management services for two major initiatives: the small modular reactor project in Doicești and the expansion of the Cernavodă nuclear power plant.
With its proximity to both projects, Romania's experienced nuclear regulator, skilled workforce and strong academic institutions, Bucharest offers Fluor a strategic base for expanding project execution capabilities. The new office also reflects the company's broader commitment to supporting Romania's clean-energy ambitions, energy security and future economic development.
“Opening an office in Bucharest reinforces Fluor's long-term commitment to supporting Romania as it expands access to clean, reliable nuclear power. Romania has operated nuclear power plants for four decades and our work to support the expansion of nuclear baseload power will help Romania achieve its future clean energy, economic and manufacturing goals.”
“The United States is committed to supporting Romania's efforts to further develop safe, secure and sustainable nuclear power. Fluor is bringing American world-class innovation and excellence to Romania to help achieve President Trump's goal of energy security and abundance.”
Romania's Minister of Energy, Bogdan Ivan, was among the officials present at the event, underscoring the importance of the partnership for the country's energy future.
